Current Activities:

An independent GIS consultant, Mr. Joffe is responsible for client relations, business development, management, research, analysis, and design for the planning and implementation of GIS in municipal, county, utility and private company projects. He supervises many skilled subconsultants who contribute to client projects.

Project Experience:

Recent clients include the counties of San Mateo, Solano, Monterey, Sonoma; the cities of Palo Alto, Milpitas, San Francisco, and Oakland; NASA-Ames Research Center, the East Bay Municipal Utilities District, the SACGIS consortium (City of Fremont &endash; Union Sanitary District &endash; Alameda County Water District); Solano County Office of Education; Open Data Systems, Barclay Mapworks, Santa Clara Valley Water District. Previously, as Principal of PlanGraphics, Mr. Joffe managed GIS planning and implementation projects for the cities of Oakland and Visalia, the counties of Contra Costa (NPDES-GIS application), Tulare, Yuma (AZ), the Northern Illinois Gas Company, and the Metropolitan Electric Authority of Bangkok. Bruce taught GIS Techniques for Urban Planning at San Jose State University.

A GIS consultant for many years, Joffe's previous clients include the cities of Beverly Hills, and Morgan Hill, CA; Kennewick and Richland, WA; the counties of Alameda, Santa Clara, and Santa Barbara, CA; the Los Angeles County Sanitation Districts, Central Contra Costa Sanitary District, Monterey County Water Resource Agency, the East Bay Regional Park District, the Port of Oakland; the California Dept. of Fish and Game, and the Dept. of Conservation.

Background:

Mr. Joffe's experience applies computer analysis to the management of civil infrastructure, and to improving the delivery of public services and information. His expertise focuses on helping large public and corporate agencies plan for and implement GIS technology. He has worked in increasingly responsible management positions with the firms of PlanGraphics, Montgomery-Watson, BSI Consultants, and Bechtel Civil & Minerals.

Mr. Joffe's expertise includes implementing GIS and planning the management of information flow within organizations. His practice expanded toward providing Organizational Therapy services to agencies that have GIS, but have not met the expectations for productivity due to institutional deficits with communication, cooperation, and coordination. He has brought mediation services to Public Policy issues such as: the responsibilities of Surveyors and other GIS Professionals, and the distribution of public agency GIS databases. His foreign experience includes work in Chile, Venezuela, Israel, and Thailand.

Bruce is a Board Member of the Bay Area Automated Mapping Association (BAAMA), and recently served as its President.

He is a member of the Urban Regional Information Systems Association (URISA), where he was elected to its Board of Directors.

Bruce was elected to the Board of Directors of the California Geographic Information Coordinating Committee and has served as its Chair. He represented California on the FGDC Steering Committee.

Mr. Joffe received an Outstanding Service Award from the National States Geographic Information Council (NSGIC). He serves on the California Spatial Reference Center's Board of Directors.

Bruce was Chair of the Second Annual California GIS Conference, held in San Francisco, 1996, and the 7th CalGIS 2001 conference held in Sacramento, 2001. He has established an electronic forum to promote dialog and consensus among Surveyors and other GIS professionals.

Mr. Joffe is registered with the American Institute of Certified Planners. He is also a member of the American Public Works Association, GITA International, and Computer Professionals for Social Responsibility.

Bruce proudly serves on the Editorial Advisory Board of Geospatial Solutions (ex-GeoInfo Systems) magazine. Currently, he is organizing the Open Data Consortium project for public-private collaboration toward a Model Data Distribution Policy.
